A CEMT or Serbia-Switzerland bilateral permit, an EUR.1 certificate under the Serbia-EFTA free trade agreement and a CMR are prepared at Belgrade or Novi Sad before the truck transits Croatia or Hungary and Austria, so export clearance is finished at origin rather than improvised at the border.

Dispatch chooses Hungary via Horgoš or Croatia via Batrovci from that week's permit, the cargo, and which queue is moving that day, before the truck crosses Austria on the way to the Swiss border at Basel. Before release at Belgrade or Novi Sad the ino-faktura and export declaration are matched to the booked load, and the truck holds until a CEMT quota slot or a Serbia-Switzerland bilateral actually matches the file - the same file often carries a TIR carnet once the load is confirmed to run outside the EU customs union at both ends. A dedicated FTL is one loading and one unload with curtain-side, mega or box chosen against the cargo; part-pallets share weekly groupage, and a priority truck runs when the next consolidation close is too late. Automotive and industrial plants usually keep a standing weekday slot; one-offs still leave from the same desk.
